Can perfect pitch be learned?

Most of us have been led to believe that perfect pitch is something that we're born with. I was recently asked for my views on the subject, and I had to admit that I really didn't know. I decided to do some research on the subject, and I was surprised to find that there are several programmes out there that claim to be able to teach any normal person how to develop perfect pitch.
